My reading of that is the. Council is allowing the club to use a small area to allow better access to the away areas within the leased demise. I don’t think it means the whole terrace will come back into use.
I remain to be convinced that the Council will grant the club a new longer lease over the whole stadium footprint. If I were advising the club, I’d be telling them to negotiate with the Council over a new location in the City on Council owned land to free up the ES site, and get the Council to pony up for the infrastructure out of the development profit they would make on ES. I doubt anything will happen in my lifetime though!

I reckon relocation at some stage, partly funded by the realised commercial value of the current plot, is a nailed on certainty. Particularly as the existing stadium maintenance costs are frequently mentioned in club statements/announcements. Whether anything happens in your lifetime depends on how old you are. As you appear to be still working, I would suggest the odds of you seeing a new stadium aren't that long. For ancients like me, however...... I reckon a new stadium is more likely than a bypass. 😉

As for the by pass, I agree Hereford is likely to see a new ‘Community Stadium’ before it gets a by pass. Somewhere in the proximity of racecourse would be my guess.

I half wrote something for the fanzine imagining what the long term future of Hereford football might look like at Edgar Street, Roman Road and Rotherwas.
Edgar Street would be most people's choices, but it may not be a choice one day, plus it does suck a lot of dead money into keeping it legit.
Staying there beyond the obvious redevelopment of the ends on a much reduced footprint I imagined a simple terrace along the ES side, allowing the council (well technically Highways England I guess) to sort out the road properly behind so it is dual carriageway all the way to the new road.
I would then have remodelled the main stand and ripped row A out and make one big stairs going back at them third points (not those fiddly individual staircases they have now). Really improve the circulation. That would require remodelling of the underneath and extending a bit behind to put in half decent facilities. Would make that stand good to go for the next 20+ years though.
Then I tried to imagine what the two potential sites might look like, Rotherwas just cos there is bags of room down there.
What would the matchday look like for the drinkers, driver, someone who has to use public transport? I guess all the jokes aside we would have to speak with the likes of Shrewsbury and see how they adapted. They would have made mistakes at the start but quickly learnt what the fans did/didn't need.
Like all proper men though I started it, got bored, didn't finish it.

There were meant to be sports pitches down the bottom end by the canal going by memory. A cricket pitch furthest from the front is in my noggin somewhere, but there is all sorts of junk in there so I would take that with a pinch of salt.
