You could argue that a narrower end would be worse for the developers as all the facilities would have to be outside of the actual terrace so you wouldn't really gain any space.
The above would if possible grab a bit of the ground floor development footprint near the existing away end corner to make for better access and turnstiles. I wouldn't be surprised if the existing set up controls the capacity of the LW terrace as there is bugger all space outside.
With this in the short term the whole of the seating would be for home fans. The away fans could utilise the undercroft of the end of the stand.
Long term if the Len Weston was made into a modern terrace, the away fans could have the last 300 seats to the right and still use their own facilities.
There would be room at the front for disabled areas covered by a decent roof from above.
I haven't got a clue about costs/grants etc. and you could probably drive a coach and horses through the above, but it probably ain't a million miles off for a knocked up bodge.

We could dump the rubble from the old stand in MT's garden so that will help keep costs down.

Normal away support you could just give them what they have now (room for 700) Make sure the new turnstiles have the capacity to process 1200 people though.
If there was bigger away support they could have 300 seats in the new stand too - all accessed from the same corner. Then if they needed loads of tickets they could have the whole of the end too. So 700/1000/1900.
Long term if you had a new Len Weston terrace that held 2000, they could have 800 of them spaces and 300 at the end of the Blackfriars seats. This would give the home fans the prime half way spot down the side, plus behind the goal.

All that is obviously subject to the council being up for affording the football bit so much space, but you have to aim high. Plus the £££ involved.
As 7oaks said, dust down the old leases and start there. See how you get on. There are going to be loads of conversations that have gone on, so if you are a grown up at the club who has been part of them, and they bear no resemblance to my fantasy nonsense then apologies in advance.

With the benefit of hindsight I struggle to see what that land behind the BE could be used for with there being no parking. Shops - can't see that? Hotels/boozers/restaurants - ditto. Private/social housing. Can you flog stuff easily with no parking? How do the new flats behind the main stand work? That just leaves student bleeding accommodation. Just what the planet needs more of. What is the story behind NMITE? Is that going anywhere? 30 years too late surely. 7oaks you know stuff along these lines. There you go. I could pretend to be knowledgeable, but that was largely based on pretty much every site I have ever visited during my glittering career involving the following conversation (starting with me feigning interest) "so what is this going to be?" then 3-2-1 "student accommodation". In answer to the question I posed about the new flats behind the main stand. Tellingly, most of those conversations happened years ago when I had hopes, dreams, hair*, and Hereford were serial winners of the 17th in League 2 trophy (well, probably not that far back). But that is Hereford for you.
Although still a vast industry, have the true gravy days of the uni sector boiled over a bit? Probably not helped by starving it from lucrative foreign students due the the B word.
*the hair making a hasty retreat was probably down to the quality of the advice anyone was foolish enough to take off me.

Surely the view from Waitrose will be of 3/4 storey flats? A single tier tin can the width of the Len Weston will probably be the away end. Not everyone 😀
