A simpler fix would be to card the offender when he starts to display time wasting tendencies, so a further card for the same offence might result in a dismissal and actually cause an issue for his team-mates.
Liberally dishing out yellows for time wasting with only 10 minutes to go is, erm, a waste of time.
Not only that, we might get home before tomorrow then too.

Re time wasting. One simple fix would be to require goal kicks to betaken from the side of the pitch from which the ball exited-always used to be the case as far as I can recall. In addition, an indirect kick for the attacking team if the keeper delays taking for more than, say, 15 seconds. Next I think if you got Cowley to take their goal kicks that would speed things up. I am not sure if he would be interested in getting involved though?

Highlights viewed. Cowley was at least a foot onside. The penalty was a wrestling match, both equally ridiculous. Willo’s spot kick was very fortune. Pond, oh dear, but Downing had the shirt pulled off his back immediately prior to that.
Probably a fair result. Not a lover of VAR, but it’s a home win if it existed at tier six.
