If he was disturbing fish, what did he say to them?

"ww is about to come along in a minute on one of his walks, telling anybody or anything lots of boring information that is of no interest to man nor beast" I'm sure the fish would be disturbed by that news.

To be fair to the Environment Agency, I'm quite sure one of the main reasons why they were unable to monitor things quite as well between 2013 and 2019 is because they were experiencing severe cuts to both their project funding and staff numbers. Also, whilst I don't know anything about information for specific sites/events of pollution, I'm certain that they report water quality (in numerous ways) for every watercourse, every year, online in various formats.
I think it's probably worth pointing out (although it's obvious) that the people who carry out the actually work have not suddenly become shit overnight. They have merely been given twice the workload whilst being in a pay freeze for a decade. It's a similar story for local authorities.
I imagine the reason why all that information is on a BBC Micro in Litchfield is because there's only one bloke left, and he's 78 years of age and doing it for the love of it because he's paid off his mortgage. Anyone who is capable of compiling, digitising, reviewing, licensing and publishing data probably wants to work for more than £3.50 an hour so they can get out of the bedsit that they have to rent from some Tory bastard.
The whole thing is the problem.
Don't laugh at the BBC Micro bloke, it's a miracle that the information even exists in Litchfield. Laugh at this joke of Government who would prefer to give all their mates a load of backhanders than they would to give organisations the resources that they need for doing their jobs properly. After all, it's much easier to blame the non-government organisations and local authorities and then call for a review of what went wrong, isn't it?
What went wrong? It was you, you Farage.

The more I read about this the bleaker the prospects for the Wye are ... the science cannot be ignored.

If, as is often reported, there is a world shortage of fertiliser, why is the waste product from these farms all sprayed on fields in the Wye catchment area? Aren't the chicken farms all missing an opportunity to sell their waste product nationally?
Where there's muck there's brass.

Maybe they're trying to be green by not adding to the transport gases. What they need is a canal to float it around the country.

80% reduction in phosphates by 2038. Not sure whether to laugh or cry. No need to ask how Jesse voted.

"Every April, I used to go camping on the Wye for the first wild river swim of the year, but this month I have saved money by just shitting and pissing into my own bath and then splashing around in it naked, while wearing a paper mask of the environment secretary, Thérèse Coffey. After I get out, and before towelling down, I issue a misleading statement about how our rivers have never been cleaner to my own bathroom mirror, even though I can still see my own filth tangled in my hair, to the delight of shareholders, and the disappointment of former Undertones singer Feargal Sharkey, unexpectedly emerging from punk cult status as The Most Decent Man In Modern Britain ™ ®. There’s no threat of a fine from Brussels any more and Defra is without teeth. Pollute away, polluters!"www.theguardian.com/commentisfree/2023/apr/16/britain-is-a-dying-nation-in-need-of-new-curators

It would have been cheaper and just as effective a deterrent to get him a season ticket for Edgar Street.

"mitigation is his age (68), his autistic spectrum, that he is highly regarded by friends and neighbours and his contribution to the community."
Not sure those bods at the top who set the tariff have got them all levelled up.
